General Summary:

The Senior Manager will lead Qualcomm’s business development initiatives in the Government and Public Procurement sector, focusing on creating strategic partnerships, driving revenue growth, and positioning Qualcomm’s technology solutions within government programs and procurement frameworks. This role requires a strong understanding of government processes, public sector procurement, and technology-driven solutions. Role also requires strong relationship development with various government departments involved in procurement projects.

Key Responsibilities

  • Strategic Business Development

  • Develop and execute strategies to pursue new business opportunities with central, state, and public sector organizations.

  • Lead capture management for government tenders, RFPs, and large-scale procurement projects.

  • Closely coordinate with business leads to develop and maintain strong relations with Qualcomm’s customers.

  • Stakeholder Engagement

  • Build and maintain relationships with key decision-makers in ministries, departments, PSUs, and regulatory bodies responsible for public procurement policy and strategy.

  • As part of government affairs team represent Qualcomm at government forums, policy discussions, and industry events.

  • Proposal & Bid Management

  • Operationalize strong personal network to track all short and medium-term procurement plans / tenders / RFPs from any segment of the Government.

  • Oversee end-to-end proposal development for government bids, ensuring compliance with procurement norms.

  • Participate in cross functional internal teams (legal, finance, engineering) to structure competitive proposals.

  • Financial Accountability

  • Drive initiatives to meet revenue targets and ensure realistic P&L outcomes for government business.

  • Monitor financial performance and optimize resource allocation for profitability.

  • Market Intelligence

  • Monitor government policies, procurement trends, and funding programs relevant to Qualcomm’s offerings.

  • Provide insights to leadership on emerging opportunities and regulatory changes in procurement policies / strategy.

Skills:

  • Proven track record in winning government contracts and managing complex procurement cycles.

  • Strong understanding of public procurement laws, tendering processes, and compliance requirements.

  • Excellent communication, negotiation, and stakeholder management skills.

Desirable Qualifications

  • Master’s degree (MBA or equivalent) in Business or Public Policy.

  • Experience in technology solutions for government programs (telecom, defense, smart cities, digital transformation).

  • Familiarity with Government e-Marketplace (GeM) and public procurement portals.

  • Certifications such as CPSM, PMP, or equivalent (optional).

  • Ability to obtain security clearance (if required for defense-related projects).

Other Details

  • Location: New Delhi (with travel across India and occasional international travel).

  • Reporting To: Director – Government Affairs & Head India Operations.

  • Compensation: Competitive salary with performance-based incentives.

  • Travel: Up to 40% (domestic and international as needed).

Minimum Qualifications:

• Bachelor's degree in Engineering, Information Systems, Computer Science, or related field and 8+ years of Systems Engineering or related work experience.
OR
Master's degree in Engineering, Information Systems, Computer Science, or related field and 7+ years of Systems Engineering or related work experience.
OR
PhD in Engineering, Information Systems, Computer Science, or related field and 6+ years of Systems Engineering or related work experience.
