Qualcomm's China Government Affairs team looking for an experienced semiconductors, automotive policy professional to support key policy initiatives related to software defined vehicles, ADAS and ADS, electric vehicles, and connected vehicle technologies, in the backdrop of complicated geopolitical dynamics.

As a Policy Director, Government Affair, you will help manage strategic policy engagement with government agencies, trade associations, and industry policy peers in support of Qualcomm semiconductor, automotive and transportation policy and business objectives. The role also requires working closely with cross-functional teams to provide strategic guidance on the impact of China policies on Qualcomm’s product, technology, and business roadmaps.

Responsibilities

  • Monitor and influence semiconductors, automotive legislative, regulatory, and policy proposals in China and provide strategic counsel internally on potential impact to the technology and business roadmap in a complex geopolitical environment.
  • Represent Qualcomm’s interests and positions in industry associations, think-tanks and industry partnerships while driving specific strategic objectives.
  • Serve as a liaison to Qualcomm’s Automotive Business Unit for policy issues, helping coordinate inter-department projects and efforts.
  • Develop and maintain strategic relationships with key government stakeholders and trade associations; attend advocacy meetings and events.
  • Track and prepare briefing materials on new laws, regulations, standards, and policy proposals of interest to the relevant BUs.
  • Work closely with cross-functional teams, including product, engineering, legal, standards, and marketing to ensure internal alignment and execution on key policy priorities.

Preferred Qualifications:

  • 10+ years of experience working on semiconductors, automotive/transportation technology policies in or with government and a strong understanding of US-China relations, industry dynamics, supply chains, and trends.
  • Bachelor’s or advanced degree in law, public policy, engineering or a related field.
  • Experience with US-China relationship, key semiconductors and automotive policy issues, especially automotive safety regulations, ADAS and automated driving, privacy and cybersecurity, telematics and data access, EVs and EV incentives, spectrum and V2X technology, and new and emerging service models.
  • Strong knowledge of China semiconductor and automotive regulatory landscape and an established network of government contacts.
  • Strong political, technical, and analytical skills, with an understanding of the interplay between technology, geopolitics, and domestic regulatory and economic policies.
  • Demonstrated experience in building trusting relationships with key government stakeholders. Government working experience is a plus.
  • Excellent English/Chinese writing and communication skills.

Minimum Qualifications:

• Bachelor's degree in Government Affairs, Business, Political Science, Public Policy, Public Affairs, Engineering, Legal, or related field.
• 9+ years of Government Affairs, Communications, Industry Associations, or related work experience.
