General Summary:

Lead the Program Management Office (PMO) for Qualcomm’s exciting Product Lifecycle Management (PLM) Transformation initiative. Qualcomm’s PLM Transformation is a strategic program reshaping the way Qualcomm manages product data and lifecycles across global operations. It spans engineering, supply chain, quality, and IT—integrating advanced PLM capabilities like BOM and document control, change governance, ERP/CAD interoperability, and compliance frameworks. This initiative replaces a legacy PLM system and numerous custom applications with a unified, scalable platform, driving efficiency and innovation. Beyond technology, this program will transform how Qualcomm manages product data across the lifecycle and deliver deep organizational changes across the company. The end state will be a future-ready PLM ecosystem that accelerates development, strengthens operational agility, and supports Qualcomm’s growth strategy.

**Position requires to be onsite in San Diego, 5 days a week**

Leading the PLM Transformation PMO will require the ability to

- Coordinate multiple concurrent projects, stakeholder and IT leaders, systems integrator partners, and executions teams all coming together to deliver in the SAFe framework.

- Drive the PLM Transformation program from initiation through delivery, interfacing with stakeholders across functions as needed.

- Establish and govern program PMO – ensuring risk control, performance metrics, and budget discipline across a multi-year roadmap.

- Develop, define, and execute plans of record, including schedules, budgets, resources, deliverables, and risks.

- Manage budget/spending, on-time delivery, and achievement of program milestones.

- Represent the program and drive alignment across stakeholders, including leveraging robust organizational change strategies for global adoption of end state solution

The responsibilities of this role include:

· Scoping, planning and executing large, cross-functional programs and projects.

· Deep experience managing large programs in Agile methodologies and the SAFe framework

· Strong proficiency in Jira for project tracking, issue management, and workflow optimization to effectively oversee project deliverables.

· Primarily working independently with little supervision. Taking responsibility for own work and making decisions that are moderate to high in impact; errors may have financial impact or effect on projects, operations, or customer relationships; errors may require involvement beyond immediate work group to correct.

· Using verbal and written communication skills to convey information that may be complex to others who may have limited knowledge of the subject in question. Role requires proficiency in negotiation and influence, cooperation, tact, and diplomacy, etc.

· Using deductive and inductive problem solving; multiple approaches may be taken/necessary to solve the problem; often information is missing or incomplete; intermediate data analysis/interpretation skills may be required.

· Exercising substantial creativity to innovate new processes, procedures and deliverables within guidelines or to achieve established objectives.

· Facilitates the creation and approval of project business cases.

· Creates and manages program/projects scope, schedule, resource plans and budgets.

· Aligns goals, plans, dependencies and resources across the contributing or affected functional or regional teams to ensure attainment of milestones.

· Drives cohesive end-to-end planning, design and execution of changes to accelerate adoption while minimizing adverse impact to business operations.

· Enforces project lifecycle process and gate reviews.

· Maintains score cards and metrics to report performance against plans and goals and to highlight risks, issues and action plans.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

· Supports the establishment of program governance, goals and prioritizes deliverables under minimal supervision of IT and Business stakeholders.

· Manages and takes responsibility for multiple small programs/technologies with minimal complexity or a single program/technology with moderate to high complexity by applying program management methodology, principals, frameworks and knowledge to meet deadlines.

· Builds and manages the execution of the Plan of Record (e.g., on time, on budget, within scope) for multiple small programs or a single medium to large sized program, which includes monitoring overall progress, schedule and resource forecasting, stakeholder identification, method and frequency of communication, scope, and prioritization.

· Tracks all key metrics pertaining to a program, provides early warning for potential metric deviations and escalates in timely manner when metrics deviate significantly from Plan of Record.

· Identifies program issues/risks and creates a risk mitigation plan for multiple small programs or a single medium to large sized program. Maintains and updates the risk tracker.

· Supports team vision and objectives by motivating team.

· Supports the compliance of processes by following best practices and procedures and providing observations for process improvement. Integrates organizational change management practices to drive successful business outcomes.

MINIMUM QUALIFICATIONS:

· Bachelor's degree.

· 5+ years Program Management or related work experience.

· Experience building financial business cases and delivering large, complex global projects with strict deadlines and solution sustainability.

· Ability to engage and influence effectively at all levels and within a matrixed environment of both internal and external resources.

· Advanced supplier and contract management skills.

· Ability to collaborate and communicate effectively with a diverse set of peers and stakeholders across organizational levels, functions and geographies/cultures.

· Must be driven, self-motivated, well organized and able to thrive under ambiguity.

PREFERRED QUALIFICATIONS:

· Bachelor's degree in the areas of IT, Information Systems, Engineering, Computer Science, or related field.

· 10+ years Program Management or related work experience.

· 2+ years experience with program management tools such as dashboards, Gantt charts, etc.

· 5+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).

· 3+ years experience working in a large matrixed organization.

· 10-15+ years Project Management-relevant work experience in IT.

· PMO, PMP, Scrum, SAFe, and/or Six Sigma Project Management Certification.

PHYSICAL REQUIREMENTS:

· Frequently transports between offices, buildings, and campuses up to ½ mile.

· Frequently transports and installs equipment up to 5 lbs.

· Performs required tasks at various heights (e.g., standing or sitting).

· Monitors and utilizes computers and test equipment for more than 6 hours a day.

· Continuous communication which includes the comprehension of information with colleagues, customers, and vendors both in person and remotely.

Pay range and Other Compensation & Benefits:

$159,000.00 - $238,400.00

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm.
