General Summary:
The Manager, Organization Development (Technical Learning & Development) is responsible for designing and leading enterprise-wide strategies that build organizational capability, accelerate technical skill development, and support business transformation. This role partners closely Technology and business leaders to ensure the workforce has the skills, mindsets, and structures needed to execute current and future strategy.
This leader combines deep expertise in organization development with hands-on experience in technical learning ecosystems, workforce upskilling, and change enablement
Minimum Qualifications:
• Bachelor's degree and 7+ years of Organization Development, Human Resources, or related work experience.
OR
Associate's degree and 9+ years of Organization Development, Human Resources, or related work experience.
OR
High School Diploma or equivalent and 11+ years of Organization Development, Human Resources, or related work experience.
*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
Organization Development & Workforce Strategy
- Lead OD initiatives that improve organizational effectiveness, agility, and scalability across technical and non-technical teams
- Partner with senior leaders to diagnose organizational needs and design interventions (e.g., role clarity, operating models, team effectiveness, leadership capability)
- Translate business and technology strategy into workforce capability and skill development roadmaps
- Lead change management and adoption strategies for large-scale transformations (cloud, AI, DevOps, platform modernization)
Technical Learning & Development
- Own the enterprise technical learning strategy, including onboarding, upskilling, reskilling, and continuous learning for technical roles
- Design and govern technical learning architectures such as academies, learning pathways, certifications, hands-on labs, and communities of practice
- Partner with Technology leaders to define critical skills, proficiency models, and learning priorities
- Ensure learning programs align with modern technical practices such as Agile, DevOps, cloud, data, cybersecurity, and AI
Program Design & Delivery
- Lead the design, development, and execution of scalable learning programs using blended learning models
- Oversee external vendors, learning platforms, and strategic partners
- Apply adult learning principles, design thinking, and data-driven approaches to program development
- Ensure learning content remains current with evolving technologies and industry standards
Measurement & Continuous Improvement
- Define and track success metrics for OD and technical learning initiatives
- Use analytics and feedback loops to continuously improve learning effectiveness and organizational interventions
- Communicate impact and insights to executive stakeholders
Leadership & Stakeholder Management
- Serve as a trusted advisor to executives, HR partners, and technical leaders
- Influence without authority across complex, matrixed environments
- Foster a culture of continuous learning, experimentation, and growth
Preferred Qualifications
- 8–12+ years of progressive experience in Organization Development, Learning & Development, or Talent Development
- 5+ years leading technical learning or workforce transformation initiatives
- Strong understanding of modern technology environments
- Proven experience leading enterprise-scale programs and organizational change
- Master’s degree in OD, HR, Education, or related discipline
- Experience building technical academies or enterprise upskilling programs
- Familiarity with learning platforms, skills frameworks, and learning analytics
- Certification in change management, OD, or learning design

Pay range and Other Compensation & Benefits:
$120,400.00 - $180,600.00
The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm. We also offer a competitive annual discretionary bonus program and opportunity for annual RSU grants (employees on sales-incentive plans are not eligible for our annual bonus).
